Is parent teacher organization a generic term (as opposed to PTA, which has specific organizational affliations) meaning the parent group of any charter school?  If so, that might be a more appropriate term that would allow the PTO that will organize this fall to decide what to call themselves in practice.  Some of that may depend on the structure they choose to emulate:  would it look more like the PTA or like the Highland Arts Council?  How much does the board want to determine that structure and how much do they want the parents to figure out?  What are the essentials the board wants to see for that group?</description>
